Stack order controls how discrete geometries stack on top of each other.
The higher the number, the higher it stacks in the building.
Change the stack order to move the geometry up and down in the stack.
Stack order is not the same as Levels (input). While levels determines the number of stories or floors in a building section, Stack order is relative to other geometries in the stack.
A geometry with 1 level can be stack order 1.
A geometry on top of that may have 4 levels, but it is stack order 2.

The only Usage Types that are affected by stack order are Building Section and Landscape.

For a Landscape to stack, you must toggle on Force Stack.

If you would like any other usage type to “stack” on top of another geometry, use the Base height property to raise the geometry off the ground plane by a specified distance. This is not truly “stacking,” but it gives the same final appearance.
